LICENSING VICTORY |
A licensing application to permit music and the sale of alcohol from 7am until 2am every day of the year at Upminster Court was successfully modified at the hearing of the Licensing Sub-Committee today.
Following representations from local residents Terry Presland, Richard Moorey and Cllr Clarence Barrett , together with concerns expressed by the police, council and fire service, the applicants revised the proposals during the hearing and the following licence with conditions were eventually agreed:
Licensed sale of alcohol from 12 noon to 11pm seven days a week
Licensed sale of alcohol to residents only from Sunday to Thursday until 2am
Six non-standard events a year which will require Police approval
Noise limiters to be installed in any room with internal music systems
The applicants made it clear that while the written application was subject to misinterpretation, the intention is to provide facilities for staff and guests at the Headquarters.
Cllr Clarence Barrett (RA, Cranham), said: “We are very pleased with this outcome as it fairly reflects the fact that Upminster Court is in the middle of a residential area. The residents expressed understandable concern over the initial application and it was their collective and well presented representations that brought about the change in the application.
“After lengthy discussion, representation and guidance I am pleased that common sense, assisted by people power, have prevailed.”
The application generated 160 separate objections relating to 212 people from 142 different addresses including the police, public Health and the London Fire and Emergency Planning Authority. Objections raised centred around excessive noise, disturbance, unreasonable hours, anti-social behaviour and public nuisance.
