Figures released by the Mayor of London show that Havering residents are among the fewest in Greater London to access the internet.
The statistics show that 24.7% of Havering residents have never used the internet, with only Brent (24.8%) and Hackney (26.1%) worse off.
The top borough for using the internet is Wandsworth (92.9%), followed by Westminster (92.1%) and Ealing (91.3%).
The data, which formed part of the Labour Force Survey, asked 'When did you last use the internet?' and only asked to people aged 16 and over.
The figures, which are featured on the Havering Residents' Association website (haveringra.org.uk),show that an average 86.1% of residents across London access the internet, compared with 75.3% for Havering.
Website editor, Cllr Clarence Barrett, said: "While internet usage will increase with time, it is important to remember there are significant numbers of residents who do not access the web.
"There are increasing number of council and commercial services which are internet based and we must ensure that access to services does not exclude anyone who happens not to be on the internet."
