Figures contained in the Annual Statement of Accounts for Havering reveal a 25 per cent jump in council tax debt over the last three years.
Council tax owed for 2008/09 was £11.7m, this increased to £13.3million in 2009/10 and then to £14.5 million in 2010/11.
At the same time council tax write-offs have averaged £650,000 over the last three years.
Leader of the Residents' Association, Cllr Clarence Barrett, said: "No matter how much the Administration say they are great at collecting council tax, these figures speak for themselves. Even given the tough economic pressures we all face, a 25 per cent increase in council tax debt to £14.5 million is extremely worrying. While the council made a further £16 million worth of cuts this summer, enormous debts are still being racked up and more must be done to recover these huge amounts."
