CHANGES TO UPMINSTER
TOWN CENTRE TRAFFIC

The Council are consulting on a number of measures to relieve congestion and to improve traffic management in Upminster Town Centre.

Among the measures are:

  • Improve the phasing of traffic lights at Bell Corner
  • Additional parking bays in Corbets Tey Road alongside the Park
  • Provide loading bays for businesses in the area

Also included is a proposal to convert the disc parking bays in Corbets Tey Road , Howard Road and Gaynes Road (not St Mary's Lane) to Pay and Display.

The annual cost of a parking disc was recently increased to £36 from £13.20 which has seen a massive slump in sales.

The Council will display drawings of the proposals and will be on hand to answer questions at Upminster Library on 6 th September (9am to 5pm) and 12 th September (10am to 8pm).

Comments on the proposals should be made in writing and sent to highways@havering.gov.uk by 23 rd September.

Following the close of consultation, the proposals, along with comments received, will be considered by the Highways Advisory Committee on 18 th October (7.30pm) at Havering Town Hall . Speakers are welcome and should contact Taiwo Adeoye on 01708 433079 at least two days in advance.

UPMINSTER TOWN CENTRE TRAFFIC IMPROVEMENTS

As part of its highway improvements programme, the Council has proposals to improve traffic congestion at the Bell Corner and upgrade the parking and loading facilities in Upminster town. The main elements of the proposals are as listed bellow;

•  Improve the phasing of traffic signals at Bell Corner to reduce traffic congestion and enhance safety for pedestrians,

•  Provision of additional parking bays in Corbets Tey Road (fronting Upminster Park ) and St Lawrence Road .

•  Provision of ‘At Any' Time Waiting and Loading restrictions on the main routes and some sections of the side roads etc.

•  Conversion of existing Disc Parking bays to Pay and Display in Corbets Tey Road , Gaynes Road and Howard Road .

•  Narrowing of crossing points at two pelican crossings in Corbets Tey Road to enhance safety for pedestrians.

•  Provision of Loading bays for businesses in the area,

•  Provision of 3 Disabled parking bays in the Service Road, south of Gaynes Road .

•  Proposals to convert existing bus stops in Corbets Tey Road and Station Road to clearways, to make the stops more accessible.

As the drawings are large, it is not possible to send these to all those who are interested in the proposals. To help the residents to understand the proposals, the Council will display the drawings in the Upminster Library where staff will be in attendance to answer questions in relation to the scheme on the following days:

Tuesday, 6 th September 2011 – 9am to 5pm.

Monday, 12 th September 2011 - 10am to 8pm.

Before a final decision is made, you have the opportunity to comment on the proposals. Comments should be made in writing or by email at highways@havering.gov.uk and should reach us by Friday, 23 rd September 2011 .

Following the close of consultation, the matter will be reported to the Council's Highways Advisory Committee at its meeting on Tuesday, 18 th October 2011, 7:30pm, at Havering Town Hall , Main Road , Romford.

The agenda for the meeting, which will include the officer's report, will be available at the meeting and also on the Council and Democracy pages of the Council's website prior to the meeting. The committee is open to the public and the Council's Constitution allows one person to speak in support and one person to speak in objection to the proposals. Each person will have up to a maximum of 3 minutes to speak. You must pre-register to speak.

Please note that requests to speak at the meeting are registered on a ‘first come first served basis' so if you are not the first person to register it is unlikely you will be able to speak to the committee.

The committee will seek to review all of the issues connected with the proposals and make a recommendation to the Cabinet Member for Community Empowerment, who will make the final decision on the scheme. There are usually a number of schemes to be considered by the committee and it may be late in the evening before this scheme is considered.
